Holding mussels under cool running water, scrub with a stiff sponge or vegetable brush, then debeard: grip the tough fibers extending from the shell and pull to remove. Discard beards.
Combine all the sauce ingredients in a medium bowl and mix well.
Place 1/2 cups of water and 1/2 cup of white wine in a large pot and bring to boil. Add the mussels, cover, and steam until the mussels all open, 5 to 6 minutes. drain water and divide.
Sprinkle with parsley, red onion, salt, and all the sauce. Serve with crusty bread slices, if desired.
